Housing Choice Vouchers:
VASH Program

The Veterans Affairs Supportive Housing (VASH) Program combines Housing Choice Voucher (HCV) rental assistance for homeless Veterans with case management and clinical services provided by the Department of Veterans Affairs (VA). VA provides these services for participating Veterans at VA medical centers (VAMCs) and community-based outreach clinics.

The Housing Authority of the City of Charleston (CHA) is currently able to assist 120 VASH participants.

All VASH applicants must be referred to CHA by the Ralph Henry Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401. The case managers at the VA are Ms. Yvonne Tucker (789-7134), Ms. Maria Lundell (789-6560), and Ms. Michelle Cook.

The VA has complete responsibility in determining the eligibility of a Veteran’s homeless status. CHA has no role in making this determination. Once the Veteran has been referred by the VA, the HCV Office determines income eligibility and screens for lifetime sex-offender registrants.

Once a Veteran has been issued a Voucher, he/she has 120 days to search for and secure qualified housing. At this point, the VASH Program becomes very similar to the regular HCV Program (i.e., the Veteran must both recertify and have their rental unit inspected annually.

The Housing Authority of the City of Charleston was born of action on December 18, 1934 by a vote of the Charleston City Council. However, the actual permission for such a "creation" came via statute in the South Carolina General Assembly in March of 1934.

We have come a long way in our society, our City and our personal relationships. Nevertheless, the need for Public housing still exists today. We have so much more to do before we can truly say, the job is done.
